The national industrial strategy focus (12) industrial clusters, which requires the formation of national committees representing the industrial sector in those clusters. These committees will be the responsible for following up on challenges facing variation in specifications and standards for locally manufactured products with similar foreign products. Therefore, these main committees will work according to its competence, to set annual plans, determine regulations, standards and standard specifications to be provided for the development of these sectors and prioritization. The initiative also aims to build mechanisms and frameworks to increase the participation of the private sector in setting technical regulations and specifications through the formation national technical committees to represent different industrial clusters in the council of Saudi chambers, and governance frameworks between technical committees and competent authorities to adopt the recommendations of those committees regarding specifications and products standards.

1. Finalizing the establishment of regulations, standards and standard specifications of priority products.
2. Implementing procedures for forming committees across different administrative regions of Saudi Arabia.
3. System for managing the committees and defining the scope of their work, terms of reference and periodic tasks.
4. Outlining the process for nominating internal and external memberships and participations.
5. Establishing a framework between technical committees and laboratories.
6. Formulating a structured relationship the relevant committees and government agencies.
7. Establishing a framework that facilitates collaboration national committees and international technical committees.
8. Creating a financial model to supervise work and outputs of the committees.
