In addition to the documents above, the foreign investor must has an investment license in the name of the industrial facility, the industrial activity, products, the total funding and the number of workers identical to the industrial license.

Local factories are a priority for contracting with government and private agencies by using the document as an official document.

The industrial cities, Royal Commission for Jubail and Yanbu and Economic Cities and Special Zone Authority. The owner of the industrial facility or the authorized person must update the data periodically and quarterly. According to the approval of the National Classification for the Industrial Economic Activities (ISIC 4), the industrial activities will be recorded in the commercial register without the need to mention products. platform system only allows you to add the product manually, and the industrial activity associated with the product appears automatically based on the product you have added.

You can merge more than one document into one PDF file so that the total of the files is only five. For example, the municipal license can be merges with a letter of undertaking in one file.

The total financing and the rate of return for investment are values that appear automatically based on the data entered and include data of the industrial facility, data of products, raw materials, machines and wages of the workforce.

The rate of return for investment must be positive value at least 8% and not more than 35%. If the rate value appears negative, you can review the price and value of the sales unit of products and raw materials so that the products prices are raised, and reducing the raw materials value. There are some items or customs codes for materials and machines that have been updated by the customs authority. Therefore, old codes have become ineffective. It is determined based on the amount of funding as follows:-

The actual size of workers is evaluated through a field visit. Also, checking the production area, the actual production capacity and the number of production lines.

Categories must be added according to the standardized classification of jobs approved by the Ministry of Human Resources. All actual jobs of the industrial facility must be added so that the titles of administrative jobs, in addition to the titles of technical jobs are added according to the operational need of the industrial facility.

Applying for (license modification) through senaei platform and attaching a letter in the same request indicating the type of modification made in the request. In some cases of modification, such as increasing the amount of financing, or increasing products must be matched to the investment license for modification and the approval of the industrial development fund in case of a loan or non-borrowing certificate.

In case of the factory is moved to another location, apply for modification license request. The new location of the factory is specified in the map in the request so that the location coordinates are accurately specified to facilitate access to the factory in case of the ministry visiting. Also, a letter must be attached of the new location address, in addition to the documents of the new location, such as the lease agreement, municipality license and commercial registry.

One of the requirements for transferring the ownership is the new owner creates a user account for the new owner on senaei platform with the owner’s ID if the entity is an individual institution. If the legal entity of the industrial facility (a company limited liability / mixed) enter the main commercial registration number. Reiterated	The investor modifies notes and resends the request again in the system
Pending the examination	The request was included in the visits schedule and a field supervisor will contact the investor during a working week
Under the examination	It means that the competent employee withdrew the request and work is underway for the field visit to the industrial facility
Under the approval	The resident approved the request. It is awaiting the approval of the licensing manager, and it will be during one working day
Approved	The manager approved the request. It is in the process of printing, signing and exporting during one working day

Because of a draft request, modification request that has not been completed, or the validity period of the license is more than six months. In this case, the pending requests must be deleted to appear the renewal icon. There are many reasons which are as follows:-

The financial exemption does not cover the expiry of the work permit for more than one year (it will be charged for the past and current year).
The number of Saudi and foreign workers exceeded the number licensed in the industrial license.
The facility scope is not high green or platinum.
The expiry date of the industrial license.
No industrial survey each calendar quarter.
The industrial license is not upgrading on senaei platform system.
The factory facility stops working and the factory’s status on the platform is changed to stopped, and then the exemption will be suspend. It is not possible to modify the license in this case.
The industrial activity is not adding in the file (in the commercial register) of the factory of the Ministry of Human Resources.

You must prepare a certified letter from the Chamber of Commerce to recover the username and password, and attach the main commercial register if it is a company or ID if it is an individual institution. Then, send it to the following e-mail: (isa@mim.gov.sa)

In case of the facility actually started production, you can check at the nearest branch of the ministry to schedule a visit to the factory to ensure the start of production and to modify the status to a product, or send a certified letter from the Chamber of Commerce that includes the date of the start of production and asks to change the factory’s status under construction to a product. Variable assets are the company's expenses that change according to the production output. Also, they mean costs that change according to the amount of the production company; it can be raised according to the production increase, and decreases according to the decrease in production. Examples of variable assets (costs of raw materials, packaging, wrapping, the service expenses and any other costs of its characteristics change according to the volume of sale or production.
As for costs or fixed assets are expenses that remain fixed regardless of the amount of production, whether the company makes sales or not, it must pay its fixed costs. Examples of fixed costs include rent, salaries for administrative staff, insurance, and office supplies. The company must be committed to paying the area rent for its business, regardless of the volume of production.

Consumptions are the result of the following calculation: The value of fixed assets * 15% and the result is the value of consumptions.

It is granted by the government to factories that have the industrial license under the Common Industrial Regulatory Law (Regulation) of GCC for exempting them from tax (customs duties) on their imports of machines, equipment, spare parts, raw materials, semi-finished and finished materials, and necessary packaging and wrapping materials directly for production throughout the period of the industrial facility.

You can apply for the exemption through senaei platform of the Ministry of Industry and Mineral Resources by logging into in the investor’s account on the platform, and then you find all the services provided by the industrial services agency. One of those services is customs exemption, and then you find three icons, which you can choose any of them according to what you wish as follows:

A basic exemption of materials request.
An append exemption of materials request (this icon works in case you have a valid basic exemption of materials request).
Machines or spare parts request.

The factory can also apply for exemption of materials, machines or spare parts at the same time in the section dedicated to it.

When choosing the type of exemption request (basic, append, machines or spare parts), click on start icon, then a page appears through which you can choose the exemption period.
Move to the next page that includes the field to add items to be imported by entering (HS Code) for the required item (materials, machines and equipment will appear only (HS Code) added to the industrial license form).
Write the name of the item and it must be matched to the name in a purchase invoice in the item description (English) and translate it in the item description field (Arabic).
Write a brief of the required item in the additional justifications (optional) if necessary
Specify the required quantity not exceed the licensed materials, machines and equipment in the industrial license form.
Move to the attachments field. The factory must attach a copy of the factory's commercial register and letters of apology from the local factories for available items locally. Also, attach the manufacturing value-added form or any document that helps to clarify in detail, such as pictures, invoices, catalogs, technical publications, and manufacturing methods if this is requested by the resident.

It is the start period of the exemption decision implementation for customs.

It is divided into two main types:

Exemption of raw materials (includes raw materials, semi-manufactured and finished materials, packaging and wrapping materials necessary and directly for production).
Exemption of machines, equipment or spare parts.

It is divided into:

Basic materials request: the investor can apply for the exemption for all his needs of necessary licensed raw materials and directly for production for one year and unavailable locally. If the request is accepted and the exemption decision is issued for the factory, thus the decision is issued for one year and renewed for four years. The decision is renewed annually and automatically for the remaining four years by Saudi Customs.
To reconsider the basic request:

The investor can reapply for the rejected items in the basic request within 60 days from the date of issuance of the decision for the basic request.
An appendage exemption request:

The investor can apply for an appendage exemption of the appendage materials to increase the exempted quantities in the basic decision or new items that were not applied in the basic application (increasing) not exceed the required quantity for the licensed production capacity of the factory (taking into account it will be charged for what was exempted in the basic decision). If the request is accepted and the appendage exemption decision is issued, the exemption period is automatically determined through the online system for exemption. The exemption period begins from the renewed year of the basic exemption (the subsequent renewal year will be from the year of the request).
To reconsider the appendage request:

The investor can reapply the rejected items in the appendage request within 60 days from the date of the decision issued for the appendage request.

The investor can apply for the exemption of machines or spare parts for all his needs in one request. If the request is accepted and the decision is issued, the validity of the decision will expire after 3 years or the expiry of the exempted quantity, whichever comes first. Note that the factory cannot obtain more than 4 decisions during one calendar year.

The factory can apply for the exemption at an earlier or a later date. The invoice date does not exceed a full year from the date of the exemption request. It must not have a valid materials exemption request.

There is a similar item to the imported one at the local factories, and the investor must provide it from those factories. If it is unavailable, the factory can contact those factories with the name of the item and its specifications. If it is unavailable, the local factory will reply to the investor’s letter that it is unavailable. Then, the investor attaches the letter when applying for the exemption through the platform.

You can check at the National Industrial Mining Information Center and give them the customs item number of the imported item. Then, they provide you with a list of local factories that produce the item locally and available.
