Employment Support Request

• A valid industrial license.

• A valid commercial registration for the factory.

• A certain number of workers according to the latest industrial license.

• No duplicate request or under processing.

• The Vice-Ministry of Industry Affairs endorses labour of all industrial establishments that have an industrial license inside the Kingdom, after visiting the industrial facility and assessing its manpower needs.

  The principle of transparency and fairness must be followed during the endorsement of employment, where the endorsement of labor numbers must be carried out accurately according to the industrial establishment needs, based on the production capacity, available machines, administrative requirements, and other approved standards.

  The approval is based on the number of labour mentioned in the last update provided to obtain the industrial license. In case that the plant requires more labour exceeding the licensed number, recommendations are submitted to the concerned department to decide on the request. In this case, the vice-ministry has the right to reject the endorsement request, or to endorse a smaller number than required in the endorsement request, after visiting the facility and determining its labour needs.

  A similar procedure is followed in the endorsement of labor in the event of expansion, or increase in production capacity, or in the event of requesting an additional number of workers using the form for requesting endorsement of employment.

  The Vice-Ministry role in this service is limited to evaluating and determining the manpower needs of the plant so that the investor can then complete the procedures through the Ministry of Labor.

  Compliance with relevant regulations and laws:

  1-      The Law of the Unified Industrial Regulatory System of the GCC, approved by Royal Decree No. M/20 on 4/4/1427 AH.

   

  2-      The Implementing Regulations of the Law of the Common Industrial Regulatory System of the GCC Countries for the year 2010 AD - Issue number according to the General Secretariat of the GCC Countries: 0375-093/h/k/2010.

   

  3-      The foreign investment law approved by Royal Decree No. M/1 dated 1/5/1421 AH

   

  4-      The Environmental Law issued by Royal Decree No. (M / 165) dated 11/19/1441 AH and adopting its implementing regulations.

   

  5-      Prime Ministerial Decision No. 181 dated 6/5/1434 AH related to the establishment of factories within industrial or economic cities.

   

  6-      Ministerial Resolution No. 674, dated 7/14/1435 AH, regarding the establishment of a committee to look into industrial violations.

   

  7-      The decision of the Board of Directors of the General Investment Authority regarding the adoption of the application of new standards for licensing, renewal and amendment in the contracting sector, restaurants, and factories of light products. (under consideration).

   

  8-      Ministerial and administrative decisions related to the service.

   

  9-      Chemical Import Law No. M/38 dated 06/16/1427 AH and its Implementing Regulations No. 4503 dated 9/6/1438 AH

   

  10-  The law of “Implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction” issued pursuant to Cabinet Resolution No. 261 dated 26 Shawwal 1426 AH and its implementing regulations.
